ASTM C406, Read Like a Roof Inspector: What S1, S2 & S3 Really Mean for Your Slate Roof

Let me take you to a roof I inspected two winters ago, because it explains the entire point of ASTM C406 better than any paragraph of the standard. It was a Victorian stone house on the rainy side of Vancouver Island — a 1907 build, the kind of house where the roof has outlived three owners and will probably outlive two more. On the south slope, the tiles were a clean, sharp grey. On the north slope, the same tiles were softer, powdery along the edges, and one of them had started to flake into what we call "nail sickness" — where the stone around the copper nail slowly crumbles and the tile starts to walk downhill an inch a year.

Both slopes were covered in the same slate. Same quarry, same colour, same batch, by the house records. The difference was sixty years of the north-east wind and the rain it carries. That's the honest truth about roofing slate that no standard will ever fully capture: a grade is a verdict at birth, and the roof is the retest that never stops.

But here's the thing. That house was lucky — the slate that lasted on the south slope is still on the roof. And the reason we can say "lucky" with confidence is because someone, back in 1907, chose a slate that the American grading system would later call S1: the top grade, the one meant for a century of weather. Had they picked a cheaper S3, the roof would have needed serious attention by now — a re-felt, or a re-roof, or a pair of new hips. ASTM C406 was written so that you don't have to rely on luck. This article shows you how to read it.

What ASTM C406 actually is (and what it's not)

ASTM C406 is the standard specification for roofing slate in North America. I want to be precise about the word "specification", because a specification is not a test method — it's the set of minimum requirements a slate must meet to be called a certain grade. The test methods it calls up — the ASTM C120 bending test (modulus of rupture) and the water absorption determination — live in other standards, and C406 simply says: "to qualify as S1, you must pass these numbers." That's the whole machine.

It's also important to say what C406 doesn't do, because I've seen a thousand roofing mis-buys begin with a misunderstanding here. The standard does not judge colour, it doesn't judge surface texture, and it doesn't judge how the tiles will look on a roof. It does not test for every climate either. It is, at its core, a minimum physics and chemistry test — it asks whether the stone is sound enough, tight enough and strong enough to do its job. Whether you then choose an S1 or an S3 is an engineering decision. Whether you buy an S1 but get an S3 is a quality-control problem.

And that last sentence is the reason this article exists. Because the number on the report and the number on the container are not always the same number — and the difference between them is where roofs go wrong.

The three grades, read honestly: S1, S2 and S3

Strip away the jargon and C406 is a ladder with three rungs. Each rung says two things about the slate: how much water it will hold, and how much bending it can survive. Those two numbers are the S-code; everything else is decoration.

The numbers carry the whole argument, so let me translate the three rows into a roof:

  • S1 slate is the roof you put on a building you intend to own for a lifetime — the grade that makes the phrase "slate lasts a century" true. Water can't get in, so frost has nothing to work with, and strength is a margin, not a hope. It's the grade the serious quarries aim at.
  • S2 slate is the honest middle: a fine roof in a climate that doesn't hammer it. It will age faster than its big brother, and if a wet winter gets it while it's already saturated, it will show it. It's the slate for projects where the spec says "slate" and the budget says "careful".
  • S3 slate is the bargain bin of the trade. It meets the standard — barely — and a dry California or Arizona roof can carry it for a generation. But the same S3 tile on a Scottish gable is a bet against the weather. I don't say "avoid S3" — I say "know what you're buying."

There's a fourth category that the standard deliberately excludes, and it deserves a line of its own: slate with soft carbonaceous ribbons — the dark, streaky bands you sometimes see in the stone. The standard doesn't even grade it, because its service life is unpredictable by nature; some of it lasts, most of it doesn't. If a supplier tries to sell you "S1 slate with a few beautiful ribbons," that's not a grade, that's a hope. We'll come back to this.

How the grade is actually decided — the tests that matter

Now the part that separates a buyer who reads a report from one who just stares at it. Two tests sit behind every S1/S2/S3 verdict: the modulus of rupture test and the water absorption test. There are more rows on the lab sheet — weathering, chemical stability, dimensional checks — but these two are the engine.

The modulus of rupture test (ASTM C120)

The machine is blunt: it lays a slate flat on two supports, and a round steel bar presses down in the middle — bending it until it breaks, like a bridge plank with a growing load. The force at the moment of fracture is then re-stated per unit of size and thickness, giving the modulus of rupture in pounds per square inch or megapascals. It's the same physics as our flexural strength explainer — the numbers come out as 575 lbs for the S1 gate, 500 lbs for S2 and 400 lbs for S3, and those are the floors, not the prize.

Two honest warnings here. First, strength is thickness-hungry: the formula squares the thickness, so a 6 mm slate tests very differently from a 4 mm one of the same stone. That's why you never compare the modulus of two slates of different sizes, and why a report should always name the dimensions of the sample. Second, a slate at the exact minimum is a slate at the margin: good slate clears the gate by a wide gap, and the gap is what you're paying for. Our own Lushan slate tests at about 60 MPa dry and above 45 MPa wet — several times the S1 minimum — which is the difference between "passing the test" and "comfortably living in the grade."

The water absorption test: the one that decides service life

The water absorption number is the quiet driver of the whole grade. The lab dries the slate to a stable weight, soaks it in water for 48 hours, wipes it, weighs it again — the gain as a percentage of dry weight is the absorption. S1 demands no more than 0.25%; S3 allows up to 1%. In between, the roof tells the story: the more water the stone holds, the more frost has to work with when it freezes, expands and cracks the tile from inside.

Our own absorption number is a point worth dropping in here, because it's the same on both sides of the Atlantic: ~0.2%, under the 0.6% top EN class and under the 0.25% S1 limit at the same time. That's the story the grade tries to tell: the less the stone drinks, the longer it lives. It is also the number that, on a cold market's drawing, makes the difference between an S1 and an S2 roof.

ASTM C406 vs EN 12326: one stone, two dialects

Every serious importer eventually holds the two books side by side — the American C406 and the European EN 12326 — and the honest answer is that they describe the same stone in two dialects. Both measure water absorption and flexural strength; both gate the slate by its worst winter. The American book sorts into S1/S2/S3 with pounds; the European one sorts into its own code families. And if you're buying for a project that will ever be inspected against an American drawing, the C406 grade is the one that counts on the permit line. Get it right on that page, and the European figures are a pleasant confirmation. Get it wrong, and no European paperwork saves you from the American inspector.

How to read a C406 report like an inspector

Now the part that pays rent: opening the report and knowing where to look. A well-made ASTM report is dense, but the whole verdict lives in four places:

  1. The grade on the summary line — the S1/S2/S3 designation. Write it down, and then compare it with what your drawing asks for. If the report's grade is lower than your spec, the debate is over before it starts.
  2. The water absorption row — the number itself. Below 0.25% is S1 territory; above 0.5% is a warning sign that should have you walking away, whatever the label says.
  3. The modulus of rupture row — the bending number in psi or lbs. Look for the margin, not just the pass: a slate that scrapes the 575 lbs gate is not the same stone as one that clears it by half again.
  4. The batch number and test date — the sixth element that ties the paper to a container. A report without a batch number is a memory; a report tied to your production is a fact.

And the inspector's trick, the one free thing this entire article teaches: ask for the grade before you ask for the price. A supplier who sends the C406 sheet on the first email, without a sigh, lives with the number every day. A supplier who quotes first and discovers the report later is a supplier whose report is a negotiation, not a measurement.

The two traps that catch importers on C406

In all the roofs I've seen fail, the stone rarely fails because of the weather. It fails because of two paperwork problems, and both are cheaper to avoid than to repair:

  • Trap 1 — a certificate from a previous batch. The report is real, the lab is real, the slate on the paper is real — it's just a different year, a different face, a different container. Ask for the batch number; if the reply gets quiet, you have your answer. Good producers test per production and can walk a report to a pallet.
  • Trap 2 — "S1 approved" without a row of numbers. A two-page PDF with a logo and "Meets ASTM C406 S1" in a footer, but no measured absorption, no modulus, no date, no sample. That's not a report; that's marketing. The reliable ask is short: the water absorption value, the modulus value, and the batch number. If the answer to any is "we'll check," walk slower.

What you should actually do with this, today

If you stop reading here and take one paragraph away, make it this:

  1. Decide the grade your roof needs before you talk money. Your climate, pitch and building life decide the grade, not your budget. A rainy Scottish coast wants S1; a sheltered Spanish valley can live on S2. The standard says so.
  2. Ask for the C406 report — with the batch number and test date. A report is only honest if it names your production.
  3. Ask for the absorption and modulus figures in writing, in that order. Those two rows carry most of the roof's future.
  4. Ask for a sample of the actual production, not a brochure tile. Put the report next to the sample; does the sample match the paper?

And the industry secret that comes free with all of this: the good suppliers like these questions. A report is their proof; the questions are their moment. The bad batch has to fake confidence, and the fake wears thin exactly where a real report is thickest — in the numbers.

One last word from the old roof

That Victorian roof I started with — it's still there, and it will be there when my grandchildren learn their grandmother's address. The north slope will need attention in another few decades; that's the honest answer, because no slate is immortal. But the S1 choice made the difference between a roof that needs attention and a roof that needs replacement. That's what a grade really is: not a sticker, but a sentence about how the stone behaves when you're not looking.
