Number 1 — The Block Doesn't Care About Your Roof
Roofing slate starts as blocks of stone, not as neat boxes of slates. A typical block at the quarry weighs a couple of tonnes, and when the mill splits it and cuts it down to roofing dimensions, it does not become 100% perfect slates. There are veins, cracks and natural lines — some of it becomes offcuts, some becomes a coarser grade, and a good block yields perhaps 60–80 m² of saleable first-choice roofing slate. Maybe less, depending on the size you ask for.
Now apply that to a 300 m² request. 300 m² is roughly four or five blocks' worth of cut slates. That's fine — but here's the catch: a block is not a divisible unit in the quarry's accounting. You can't ask for "two-thirds of a block." Either the factory cuts blocks for your order, and the leftover 30–40% of every block's surface still has to be sorted, packed and sold somehow — or the factory cuts only enough blocks to exactly match your number, which is how you end up with slates from very few blocks: one colour batch, sure, but also one narrow range of texture, which some roofs notice more than others.
So the first floor under the MOQ is simply this: the smallest meaningful unit of slate is the block, and a block yields a fixed minimum surface. The factory is not being difficult when it hesitates at 300 m² — it's doing arithmetic on its own stock. This is the part of the MOQ you cannot negotiate. Number 2 — The Production Line Has a Heartbeat
Once the blocks are cut, the slates go through splitting, trimming, CNC cutting, punching, sorting and the final 100% inspection before they're packed. Every one of those stages has a fixed cost that appears whether you order 100 m² or 10,000 m²:
- Setting the line. Adjusting the CNC to your dimensions, choosing the drill pattern for your nails, dialling in the thickness tolerance — that's a setup task with a setup cost. It doesn't cost less just because your order is small.
- Sorting and grading. A production run is sorted into colour grades and quality grades. A tiny run produces a tiny number of colour buckets — which is why small orders often look "flat" or oddly uniform compared to a big roof.
- Quality control and sampling. A real batch needs a real test. If the supplier tests against EN 12326 or ASTM C406, the sample has to come from your batch, and the report has to carry the batch number. That costs the same whether the batch is 500 m² or 5,000 m² — so a supplier who runs proper testing has a built-in reason to keep batches above a minimum size. In practice, the economic floor for a clean production batch of one specification lands somewhere around 500–800 m² — below that, the per-square-metre cost of the fixed steps climbs sharply. And on a small order, the supplier isn't passing that cost to you; they're eating it out of their own margin, which is why the price quoted for a small order is usually visibly worse per m² than the price for a full container. That gap is not greed. It's just the heartbeat of the line.
Number 3 — The Container Is a Box With Fixed Numbers
Now the part buyers feel most often: why "one container"? Because slate is shipped by the box, and the box has fixed arithmetic.
A 20ft container of roofing slate carries roughly 1,130–1,450 m² of standard 7–9 mm slates — and you can check the number yourself with the density rule: slate weighs 2.7 t per cubic metre, so every millimetre of thickness is 2.7 kg per m² (7–9 mm works out at about 19–24 kg per m²). Here's the part of the MOQ that surprises most people: the reason a half-order costs nearly as much as a full order is not the slate — it's the shipping. When you ship less than a container (LCL, or "less than container load"), you still pay:
- documentation and export customs fees (roughly the same for 10 m² as for 1,000 m²)
- the freight forwarder's base fee
- consolidation — your boxes share a container with other people's goods, and the warehouse charges for handling them in and out
- delivery-order and customs fees at the destination port
These fixed costs do not shrink when your order shrinks. So a 20ft container quoted at, say, 1,000 m² has a cost per m² that spreads all these fees across 1,000 m². A 300 m² LCL shipment pays the same fixed fees spread across 300 m² — and then a higher freight rate per m² on top, because LCL is priced per cubic metre with a minimum charge, and the minimum often doesn't reflect the size of your crate.
Add one more unwelcome number: handling. A full container of well-crated slate typically arrives with 1–3% breakage — the damage the crate absorbs. LCL slate is handled twice more (into the shared container, out of it), and it travels with other people's freight. Breakage on LCL slate runs higher, sometimes 4–5%. That's not bad luck; it's the method.
So the honest arithmetic of a partial load looks like this: a 300 m² partial order often costs 65–75% of a full-container price for less than a third of the slate — per m², you pay more, the factory earns less margin, and the only party that reliably wins is the freight bill. So Where Can You Actually Negotiate?
Once you can see the four numbers, the negotiation map draws itself. Two of them are fixed. Two of them have real give:
- Block yield and the container — no negotiation possible. Don't waste your goodwill on them.
- The production batch — yes, with a trick: share the batch. If you genuinely only need 400 m² but the batch minimum is 600, ask for two sizes in the same batch — 300 m² of 500×250 plus 100 m² of a second size you can use later, both from the same quarry run, packed as separate crates. The batch is split by crate, not by the line. That's how many partial-sized orders actually get through.
- The partial-load penalty — this is where a real trial order lives. Let's put the four numbers into one small story. A merchant needs roughly 320 m² of 500×250 grey slate for a two-roof project.
First quote: "Our MOQ is one 20ft container." The merchant, to his credit, asks why. The answer — actually from the supplier: "a full 20ft run is roughly 1,130–1,450 m² of 7–9 mm slate — the crate plan and the EN batch test need a full run." He's hearing the container (number 3) and the batch (number 2) at once.
Instead of walking away, the merchant asks for a mixed batch: 320 m² of 500×250 plus 180 m² of 400×250 that he knows he'll use on the next project in six months. Two sizes, one quarry batch, two crates, one container. The factory agrees — the batch cost is shared, the container is full, the per-m² price stays at container level, and he pays only the modest cost of a second cutting setup.
